Pakistan’s Ignite–National Technology Fund has tied payments under a PKR971.5 million contract with Excellence Delivered to certification and employment-placement targets, according to reporting by Tahir Amin in Business Recorder.
The contract covers SAP training and certification for 2,500 trainees at PKR388,600 each, alongside soft-skills development and employment-placement support. All amounts are in Pakistani rupees. The total describes the contracted programme’s value, rather than money already shown to have been paid against completed outcomes.
In responses to the newspaper, Ignite said its board approved the contract on June 8, 2026 after the prescribed evaluation and approval process. The October 10 report sets out details of that earlier decision; it should not be read as a new approval on the reporting day.
At least 80% of trainees are expected to achieve certification. The placement target applies to 80% of those certified, who are expected to secure work with local or international employers. The denominators differ: the first target concerns the trainee cohort, while the second concerns the people who pass certification.

It also said the results had been communicated to all participating bidders. Those are the fund’s statements about disclosure; the inspected report does not itself provide an independent assessment of the evaluation records.
The bid requirements included a Conflict of Interest Declaration from every bidder, Ignite said. That procedural requirement is distinct from the substantive question of whether a relationship creates a conflict in a particular procurement.
Business Recorder asked about ExD’s chairman also serving as chairman of the Pakistan Software Houses Association, or P@SHA. Ignite said no conflict had been identified on that account.
The fund explained that the P@SHA chairman is neither a member of Ignite’s board nor involved in its procurement evaluation, approval or decision-making. It said ExD had therefore declared no conflict to disclose in this process. The response sets out Ignite’s position; it is not an independent finding that every aspect of the award has been cleared.
Its effectiveness remains dependent on whether certification and employment targets are achieved and verified, rather than on the completion of training alone.
