Pakistan’s Ignite links the ExD training contract to certification and job targets and responds to and -of-interest questions.
Payment depends on the programme’s outcomes
Pakistan’s Ignite–National Technology Fund has tied payments under a PKR971.5 million contract with Excellence Delivered to certification and employment-placement targets, according to reporting by Tahir Amin in Business Recorder.
The contract covers training and certification for 2,500 trainees at PKR388,600 each, alongside soft-skills development and employment-placement support. All amounts are in Pakistani rupees.
Ignite told the newspaper its board approved the contract on June 8, 2026 after the prescribed evaluation and approval process. Business Recorder reported the terms on October 10.
At least 80% of trainees are expected to achieve certification. The placement target applies to 80% of those certified, who are expected to secure work with local or international employers. The denominators differ: the first target concerns the trainee cohort, while the second concerns the people who pass certification.
Ignite said deductions would apply if agreed certification or placement targets were missed. Certification and placement remain programme targets.
The history
The was advertised in newspapers on December 3, 2025. Bids were due on January 12, 2026, and four firms submitted proposals: ExD, Ashrei Tech, TMC and Biafotech.
Ignite told Business Recorder it had published evaluation results on the Electronic Pakistan Acquisition and Disposal System, known as EPADS, and its official website, and communicated them to every participating bidder.
The fund said all bidders had to submit a Declaration under the eligibility requirements.
Ignite’s explanation of the chairman’s roles
Business Recorder asked about ExD’s chairman also serving as chairman of the Pakistan Software Houses Association, or P@SHA. Ignite said no had been identified on that account.
Ignite said the P@SHA chairman is neither on its board nor involved in evaluation, approval or decision-making. It said ExD had therefore declared no to disclose.
The programme’s effectiveness will depend on whether its certification and employment targets are achieved and verified.
