A situation in which a personal or organisational interest could improperly influence a duty or decision.
Organisations require disclosure and appropriate management of relevant interests. Depending on the rules and circumstances, a person may step away from an evaluation, independent review may be required, or a bidder may be excluded. Merely declaring an interest does not always resolve it. Jamaica's procurement guidance also considers conflicts and unfair advantages involving suppliers, including consultants who help design a later competition.
Suppose a purchasing officer evaluates bids from a company owned by a close relative. The officer's duty is to assess bids impartially, while the family relationship creates a competing interest. Disclosure and removal from that evaluation may be needed under the applicable rules. Even if the related company offers the lowest price, the process still needs safeguards; the relationship alone does not prove an unlawful payment occurred.
