An adaptation action that unintentionally increases climate vulnerability or transfers it to others.
A project can shift risk elsewhere, encourage development in a dangerous location or lock communities into systems that become unsuitable as conditions change. Poor consultation can also leave vulnerable groups carrying more costs. Assessing this requires examining future climate conditions, distributional effects and alternatives. It does not follow that every measure with a trade-off is maladaptive or that uncertainty justifies doing nothing.
Imagine a seawall that protects an existing neighbourhood but encourages new buildings immediately behind it without planning for rising water levels. If protection later proves inadequate, more people and assets may be exposed than before. Alternatively, a barrier could worsen erosion along a neighbouring coast. These hypothetical pathways show why benefits at one site are not the entire assessment.
